They just do not want to deal with you. Hoping your insurance company will pay and not go after them. Foil the dash cam or file a lawsuit and get it from discovery. Should probably send them a letter requesting that the footage be maintained so they do not delete.

ask your your company what you need to do. Tell them it was clearly the officers fault. They should contact the police’s insurance and work it out. Getting your company as much info as they need will help this go quicker.
Tell your insurance up front that it was not your fault, and you do not want to file a claim that will go against your own insurance. Just so they realize that. Nothing says you *have* to make your insurance pay. And they don’t want to.
Also, if it is totaled, ask them what the buyback is. If it is still drivable (which I think it is from the pics), you can almost always sell it for more than the buyback. Like they might give you a payout, and then it would cost you $600 to keep the car. You could sell the car for more than that after you get the salvage title back. Or you could keep the car and fix it yourself and keep driving it.
Another point – In my opinion - don’t let them take the car from you. If they think it is totaled, the insurance company will often want you to take it to a Copart location and leave it. Don’t do this. Make them send an adjuster to you, or give you an appointment where you can wait to have it inspected (if they need to put it on a lift). Don’t let the car leave your possession, because you don’t know what they are going to do with it. Keeping it in your possession gives you the power to negotiate their payout and not settle until you are satisfied with what they will give you. Once they have the car, you are kind of at their mercy and it is harder to get it back.
I’d be happy to take a look at it this weekend when you come pick up that ammo, and give you my thoughts on it.
Last point… If they are going to fix it, or while they are dragging their feet on an estimate, the police insurance should give you a rental. They won’t want to, but they will. You’ll probably have to ask for it. We drove a rental minivan for several months while my we were waiting for them to process the claim on my wife’s minivan that got rear ended. I kept telling them – the sooner you settle this, the sooner you can start paying for our rental.
And one more last point
Do everything you can to fight to get the true value of your vehicle. The insurance company wants to lowball you. They are not really looking out for your best interest. They should also offer you a medical payment for the doctor/hospital visits you have had to do. Don’t settle on that until you are sure there is nothing wrong with you. They will want to offer you a cash amount and have you sign that off as final medical when you tell them you have been getting checked out. Once you’re sure you are OK, take the extra amount they are offering for pain and suffering and don’t feel bad about it, because you’ll need it to make up the difference for the value they don’t give you on your car.
